The competent departments of industry, informatization and commerce of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, Xinjiang Production and Construction Corps, and China Textile Industry Federation:

In order to thoroughly implement the spirit of the Central Economic Work Conference, vigorously boost consumption, comprehensively expand domestic demand, improve the quality of textile and clothing supply, and accelerate the construction of a modern textile and clothing industry system, the 2025 textile and clothing "optimizing supply to promote upgrading" activity is organized. Relevant matters are notified as follows:

1、 Overall ideas and objectives

We will continue to lead demand and create demand with high-quality supply, increase the quality supply of textile and clothing, deeply promote the "three products" action of increasing varieties, improving quality and creating brands of textile and clothing, and lead the upgrading of textile and clothing industry with consumption upgrading. Strengthen the connection between upstream and downstream of the industrial chain, improve the efficiency of collaborative innovation, enrich the supply of high-quality products, strengthen resource guarantees such as creative design, finance and insurance, and digital transformation services, promote the integration of industry, education and research, promote the transformation of scientific and technological achievements, and accelerate the formation of new quality productivity in the textile industry. Strengthen exchanges and cooperation between regions and countries, optimize the layout of domestic industries, expand international markets, and promote high-quality development of the textile and clothing industry.

2、 Activity arrangement

（1） Strengthen the docking of industrial chains. During the spring/autumn joint exhibition, promote the exchange and docking of fiber enterprises and fabric enterprises, support the application of new fiber materials, and promote the development of new products. During the industry activities, we will promote cooperation between production and processing enterprises and brand names to enhance brand competitiveness. Focus on strengthening the supply guarantee and brand building of raw materials in cotton textile and other industries, and promote the docking and cooperation between textile biomedical materials and downstream enterprises.

（2） Strengthen the docking of production and marketing services. During the local and industrial events, promote the connection between digital technology services and enterprises, promote the digital transformation and upgrading of the industry, and gradually cultivate a group of service providers who understand both the textile industry and the application of digital technology. Strengthen the connection between production and marketing and the cooperation between production and finance, organize enterprises to participate in activities such as "cotton textile consumption season", "green fashion textile and clothing consumption season", and "foreign trade quality products in China", provide a consumer oriented display platform for high-quality domestic products, promote the integration of domestic and foreign trade in textile and clothing, and expand financing channels for specialized and new enterprises in the textile industry.

（3） Strengthen the docking of industry, university and research. Through industry conferences and other forms, guide the market-oriented application of green low-carbon technologies, promote the transformation of energy saving and carbon reduction technologies, improve the level of energy saving, pollution reduction and carbon reduction of enterprises, and strengthen the development of new products and new technology exchanges in the printing and dyeing industry. Promote the transformation of technical achievements in the textile machinery industry, and further improve the quality and efficiency of production in the textile industry.

（4） Strengthen regional cooperation docking. During the event hosted by local industrial and information authorities, various industrial docking activities were carried out in combination with the needs of industrial development to continuously optimize the industrial layout. Promote the central and western regions to actively undertake industrial transfer and help the development of local characteristic industries; We will support the eastern region to accelerate the upgrading of its industries, strengthen inter regional industrial cooperation, optimize its industrial layout, cultivate high-quality products with distinctive features and strong competitiveness, and build a world-class advanced manufacturing cluster.

（5） Strengthen international exchanges and docking. With the help of international fashion week and other platform carriers, strengthen international exchanges between designers and clothing brands, show the world high-quality products made in China, and cultivate new growth points of international economic and trade cooperation. During the international conference on the textile industry, international exchanges and cooperation were carried out around trade, technology, social responsibility and other topics to improve the ability of international resource integration.

3、 Job requirements

（1） Strengthen organizational leadership. The competent departments of industry, informatization and commerce in various regions, in combination with local realities and development needs, strengthen work coordination, communication and cooperation, organize activities such as "optimizing supply to promote upgrading" in the region, further understand the current situation and cutting-edge direction of industry development through relevant activities, and form a joint effort to promote high-quality development of the industry. The sponsor of the event shall submit the summary of relevant activities to the Ministry of Industry and Information Technology (Consumer Products Industry Department) within one week after the end of the event, and send the electronic version to wutong@miit.gov.cn 。

（2） Pay attention to work effectiveness. When carrying out activities, the organizers should clarify the objectives and responsibilities, and do a good job of related work in strict accordance with the spirit of the eight central regulations and their implementation rules. The starting point and destination of all activities should focus on improving the supply capacity of the industry and cultivating new growth points of consumption. We should fully mobilize the enthusiasm of colleges and universities, scientific research institutes, investment and financing institutions, and digital transformation service institutions, gather high-quality resources from all sides, and jointly promote the transformation and upgrading of the textile and clothing industry.

（3） Do a good job of publicity and reporting. All units should attach importance to the publicity work, integrate media resources, enrich the forms of publicity, comprehensively use various media platforms, create a three-dimensional and vivid way of communication, conduct multi-channel and all-round reports on activities, promote good brands, technologies and products of textiles and clothing, and create a good environment for industry development and market consumption.
