< p > > recently, < a href= "//www.sjfzxm.com/news/index_c.asp" > ECHA < /a > the Member States Committee (MSC) reached a consensus that 7 substances were identified as high concern substances and added to the authorized list.

At present, the European Union's REACH regulations authorized the list of candidates has increased to 151 species, the total of 10 batches.

< p > < strong > the possibility of adding seven new substances into the authorization list is more likely to be increased than < /strong > /p >

< p > reporter has learned that these 7 substances are cadmium sulfide (CAS#1306-23-6), Congo red (CAS#573-58-0), Direct Black 38 (CAS#1937-37-7), o-phenyl two formic acid two hexyl ester (CAS#84-75-3), ethylenethiourea (CAS#96-45-7), lead acetate (CAS#301-04-2) and phosphoric acid two cresyl ester (CAS#25155-23-1).

After entering the list of authorized candidates, these substances are known as < a href= "//www.sjfzxm.com/pioneer/" > SVHC substance < /a >, from the perspective of SVHC, the products containing the above substances must be detected by SVHC.

Given that the authorized substances are selected from the list of candidates, the above-mentioned substances are very likely to be included in the list of authorization.

Once the material is formally included in the list of authorized substances, the relevant industries also need to carry out the authorized response work.

< p > > deputy manager of the R & D Department of Hangzhou ruisu Product Technology Co., Ltd., < a href= "//www.sjfzxm.com/pioneer/" > Yang Libo < /a >, said in an interview that the authorization fee is high. In addition to charging for use, it also needs to submit professional social economic analysis and technical feasibility analysis to member countries, which will cause heavy financial burden to enterprises.

< /p >

< p > in addition, the above substances themselves are in the annex V II of the REACH code, that is, the list of restricted substances, so the import and export products must meet the REACH regulatory requirements.

< /p >

< p > < strong > authorized to increase the threshold for enterprises to export to Europe < /strong > /p >

< p > "these 7 new candidate substances, if domestic enterprises have the need to export EU, we must first entrust the sole representative according to the export tonnage and complete the registration of REACH regulations, and continue to trade with the official registration number."

Yang Libo said that if the substance exists in the goods, most importers will require less than 0.1% of its content.

< /p >

< p > it should be noted that once the above substances are included in the authorization list, domestic enterprises need to communicate with the EU importers to confirm whether the EU importers will carry out the authorized response to their common uses.

If EU importers do not want to carry out authorization work, and domestic enterprises do not want to give up the EU market, they will need to be fully dealt with by domestic enterprises.

< /p >

< p > Yang Libo suggested that the most effective way is to join the authorized consortium and complete the authorization work under the guidance of the consortium.

< /p >

< p > to remind enterprises concerned that authorization and registration are different. Registration data can not be used in authorization. Therefore, authorization will bring additional financial burden and pressure to domestic enterprises.

On the other hand, authorization is the same as registration. It is also a threshold for survival of the fittest.

< p > REACH requires that all chemicals imported and manufactured in Europe must be registered, assessed, authorized and restricted by a comprehensive set of procedures to identify chemicals better and simpler so as to ensure environmental and human safety.

The instructions mainly include registration, evaluation, authorization, restriction and so on.

Any commodity must have a register of chemical components, and explain how manufacturers use these chemicals and toxicity assessment reports.

< /p >

< p > all information will be entered into a database under construction. The database is managed by the European Chemicals Bureau, a new European Union in Helsinki, Finland.

The agency will assess every file, and if chemicals are found to have an impact on human health or the environment, they may take more stringent measures.

According to the assessment results of several factors, chemicals may be banned or approved before they can be used.

< /p >

< p > according to the introduction, unlike the RoHS directive, the scope of REACH is much wider. In fact, it will affect the products and manufacturing processes from mining to almost all industries such as textile, clothing, light industry and electromechanical industries.

REACH requires manufacturers to register each chemical component in the product, about 30 thousand species - and to measure its potential hazards to public health.

REACH has built up the idea that society should not introduce any new materials, products or technologies that are potentially harmful.
