China is a big textile producing and using country in the world. Every year, the textile industry consumes 35 million tons of raw materials such as cotton, hemp, chemical fiber and so on. At the same time, it is estimated that the annual output of waste textiles exceeds 25 million tons, and the comprehensive utilization rate is less than 0.1%. In western countries, such as the United Kingdom, Japan and Germany, the recycling rate of waste textiles has reached over 16%. Therefore, the comprehensive utilization of waste textiles can not only effectively supplement the raw material supply of China's textile industry, but also save land and reduce environmental pollution.

At present, China's major cities have carried out the recycling of waste clothing, with Shanghai and Guangzhou as representatives.

The comprehensive utilization of waste cotton textiles and waste woolen textiles has also been carried out in the Cangnan area of Zhejiang and Jiangsu, Jiangyin and Wuxi provinces. Preliminary progress and achievements have been achieved.

In order to solve the problem of the export of the old military uniform, the PLA tackled a series of key technologies for the comprehensive utilization of the waste textiles, and tried to promote the comprehensive utilization of the waste textiles in the whole society by taking the comprehensive utilization of the high added value of the old military uniform as a pilot project.

Deputy director Li Jing pointed out that the comprehensive utilization of waste textiles is an important work related to the national economy and the people's livelihood. We must steadily and steadily promote the comprehensive utilization technology of high added value and large volume, do a good job in demonstration park and enterprise cultivation, learn from foreign policy management experience, and walk out of the road of comprehensive utilization of waste textiles in line with China's national conditions.

The next step will be to integrate the spirit of the conference and actively carry out the comprehensive utilization of waste textiles from the aspects of overall planning, recycling system construction, advanced and applicable technology development and promotion, leading enterprises and demonstration park cultivation, product market development, policy research and formulation.
